曾在北京大学信息技术高等研究院担任数字经济研究中心研究员、智能教育实验室主任,从事知识产权、科技成果转化、人工智能安全治理、人工智能教育等领域研究。
曾在北京大学医学人文公司担任助理研究员、博士后,从事卫生法学、医疗与科技政策研究。曾作为访问学者赴斯坦福大学和剑桥大学参与知识产权法、科技法相关研究。
当选第十四届全国青联常委,兼任中国科学技术法学会人工智能法专委会副主任、世界机器人大赛执行委员会副主任兼专家委员会常务委员、江苏省数字经济学会数字治理专委会委员、民革浙江省委员会教育科技专委会秘书长、担任The Chinese Journal of Comparative Law, Humanities and Social Sciences Communications等期刊审稿人。
获江苏省级人才项目“双创博士”称号、杭州市级领军人才称号、杭州市哲学社会科学优秀青年人才称号、中国科学技术法学会2022-2023年度优秀论著二等奖。

主要研究方向为知识产权法、科技法、创新管理,重点关注人工智能法律监管与安全治理、数据治理与数据基础制度构建、生物医药行业专利运营、前沿技术成果转化与投融资中的知识产权管理等科技与法律深度融合的前沿交叉问题。

Dr Yineng Xiao got Doctor of Law in Peking University (Intellectual Property Law), Bachelor of Science in Peking University (Major Degree in Chemistry) and Bachelor of Law in Peking University (Dual Degree in Intellectual Property Law).
He previously served as Research Fellow of the Digital Economy Research Center and Director of the Intelligent Education Lab at the Advanced Institute of Information Technology, Peking University, conducting research on intellectual property, technology transfer, AI safety governance, and AI education.
He was also an Assistant Research Fellow and Postdoctoral Fellow at the School of Medical Humanities, Peking University, working on health law and medical & technology policy. He has been a visiting scholar at Stanford University and the University of Cambridge for research on intellectual property law and technology law.
He was elected Member of the Standing Committee of the 14th All-China Youth Federation. He also holds concurrent appointments including Deputy Director of the AI Law Committee of the China Science and Technology Law Society, Deputy Director of the Executive Committee and Standing Member of the Expert Committee of the World Robot Contest, Member of the Digital Governance Committee of the Jiangsu Digital Economy Society, and Secretary-General of the Education, Science and Technology Committee of the Revolutionary Committee of the Chinese Kuomintang Zhejiang Provincial Committee. He works as a peer reviewer for journals including The Chinese Journal of Comparative Law and Humanities and Social Sciences Communications.
He has received the Jiangsu Provincial Talent title “Double Innovation Doctor”, Hangzhou Leading Talent, Hangzhou Outstanding Young Talent in Philosophy and Social Sciences, and the Second Prize for Outstanding Monographs and Papers (2022–2023) awarded by the China Science and Technology Law Society.

Research Interests
His primary research fields are intellectual property law, technology law, and innovation management. His focal work addresses cutting-edge interdisciplinary issues at the intersection of technology and law: legal regulation and safety governance of artificial intelligence, data governance and the construction of foundational data regimes, patent operation in the biopharmaceutical sector, and intellectual property management in technology transfer.
